S.O.S, please help! I would like to know the relationship of Chamber of Commerce and Secretary of State?

We got the document ( Certificate of Origin) from USA supplier: and in this document I found the Gold seal with : North Las Vegas Chamber of Commerce and the signature, sworn by one person who from Notary Public State of Nevada. I have searched I found that Notary Public State is belongs to Nevada Secretary of State. I would like to know the relationship between 2 Offices: North Las Vegas Chamber of Commerce and Nevada Secretary of State. Please explain. Thank you very much

    The chamber of commerce is a private body.

    The Secretary of State hods political office.
