Hello Matthew;
Good chance that the laptop does recognize the wifi network but does not have the security KEY to communicate.
Both Router and computer must have the same key combination ..WEP
Also, WEP is not as safe as "WPA" and if you take a moment and search (Yahoo/Google)
Enter: "wep/wpa" will give you a much better view on security, Again you will see links as to how to set your computer with the router..Going to the Router's web site and entering the model number then look for instructions you can print out.. You may be able to set up your Mom's router that would be safer for her..
Good luck

It can be caused by several problems
If you're using Windows Vista or Windows7, it might be caused by not selecting the location of the connection when setting up he wireless connection.
I don't know by heart how to fix this, but if you're using Windows Vista I'll look it up for you if you like.
If you're using WindowsXP, you might like to check the connection settings.
You probably need your gateway and DNS to be set automaticly. If you don't know how to check and/or change this, you can look at the following site: http://support.microsoft.com/kb/305553/en-us
