How long should one stay in Taiwan to get permanent residency?

Some say five years, some say 10. And does that stay need to be continuous or cumulative?

Here's what the AIT website has to say:

"Permanent Residency: Foreigners who meet the following conditions may apply for permanent residency. Permanent Residents may also be required to apply for a work permit if they wish to work.

Spouse or Child of a Taiwan National: must have resided legally and continuously (183 days or more each year) in Taiwan for five years.

    Other Aliens:

An alien who has resided legally and continuously in Taiwan for more than 183 days each year for five years. "

More info here in addition to the above:

In early May the Ministry of the Interior announced a “Program for Attracting Outstanding Foreigners Worldwide to Taiwan” with the aim of bringing in foreigners who can help upgrade the island’s competitiveness while enlarging the domestic consumer base and expanding tax revenues. The plan aims to entice foreigners to come to Taiwan by offering them convenient visa and immigration procedures through the use of three cards: an Employment Pass, Academic and Business Travel Card, and “Plum Blossom” Permanent Residency Card.
