What are the benefits of permanent residency in Taiwan to a foreigner?
...As opposed to the usual ARC for foreign workers.

Permanent residents don't need to have a work permit or marriage certificate to remain in Taiwan.

One of the disadvantages might be that you'll have to give up your passport. You'll have to look into that.
