the boiler engineer recons the pipe outside is frozen ,it goes from the boiler (upstairs flat) to a grate in t?

is this possible ,and if so how can i fix it

    Use a hair dryer. Also check the pressure in the radiators. The outside pipe problem is stupid why design it that way? We have had it as well. I bet they don't have it in Iceland.

    change the pipework from the condense from what i suspect to be 20mm to 32mm as this should stop it freezing or quick fix would be to lag it
