What EVs should I give my Pokemon?

Ok so I've got an Escavalier:

At lv 50 it has:

HP: 143

ATK: 205

DEF: 116

SP.ATK 65

SP.DEF 116

SPEED 55

The only problem is, my Escavalier has 143 EVs in speed, which I accidently trained it in thinking Zebstrikas would give EVs in attack.

So I was wondering what could I do with the 143 EVs?

Should I equally give 71 EVs in defense and 71 EVs in special defense or should I EV train it in HP?

I'ts moves are the following: Megahorn, X-scissor, Iron Head and Sword Dance

Haxorus:

At lv 50:

HP: 152

ATK: 217

DEF: 106

SP.ATK 68

SP.DEF 86

SPEED 135

I'ts moves are the following: Outrage, Brick Break, Rock slide, Shadow Claw.

It has 76 EVs in HP, so should I feed it Pomeg berries so it's EVs in HP are 0 then EV train it in speed?

Finally Chandelure:

at lv 50:

HP: 135

ATK: 60

DEF: 97

SP.ATK 213

SP.DEF 95

SPEED 101

It's moves are the following: Shadow Ball, Psychic, Inferno, Flamethrower

It has 50 EVs in HP, and 20 in Defense, should I give the EVs to it's speed?

And finally a non-EV related question:

I have a Hyreigon that has 31 IVs in speed and Special attack,

at lv 50:

HP: 155

ATK: 101

DEF: 106

SP.ATK 194

SP.DEF 106

SPEED 150

Surf, Flamethrower, Dark Pulse, Dragon pulse

There's only thing I don't understand though.

I bred a pokegen Arbok with 28 IVs in speed with a Deino (mainly because I wanted to pass down the move "Dark pulse" to Deino which I know is cheating this way but the chances of finding someone who'd teach Arbok TM Dark pulse in 4th Gen games is umm 0% due to Arbok's low sp.atk base.

The female Deino had 27 IVs in speed but the offspring (now Hyredigon has 31 IVs in speed) I shouldn't be complaining (and I'm not) but how is this possible, because I heard and offspring has 3 Stat IVs from one parent and 3 Stat IVs from another, and if both don't have 31 IVs in speed how is this possible?

Or were the people who told me just wrong?

Also any move suggestions would be nice.

    Escavalier:

    Aww, that's a very unfortunate mix-up. All those Speed EVs will be wasted... I suggest you give Escavalier 15 Tamato Berries, so it will have 0 Speed EVs again.

    Haxorus:

    Speed is a very critical value in competitive battling, it is very likely to make the difference between winning or losing. So yes, I think you should at least max out its Speed.

    I suggest 4 HP/252 Atk/252 Spe

    Chandelure:

    With a base Speed stat of 80 and no Speed-increasing move available this is a difficult situation...

    Chandelure is meant to be a sweeper, so you'll want it to hit fast... But you need it to survive too... And it needs to hit hard...

    OK

    I suggest you Choice Scarf it.

    The EV spread.... Modest has no effect on Speed so I advise you to put at least 240 EVs into it's Speed stat, to outrun positive max Speed 125s, but you could also just run max Speed on it. Max Sp.Atk is also advisable and the 4 leftover EVs can be put into HP.

    Hydreigon:

    The theory of each parent passing down 3 stat IVs is proven...

    But I'll read up on breeding to see if I can find something (maybe they passed down IVs in the same stat, one was dominant and the other fell back, making room for a 'random' IV?).

    It could also be that the error occurred due to the Arbok not being legit.

    Or it could also be that you calculated the IVs at a too early stage. If you calculate it before level 50, chances are it's not accurate enough.

    Edit: WOW! I never expected to find out that I've over-read something really important all along!

    So yes, that your Hydreigon has a 31 Speed IV is very much possible!

    As an overall tip, generally it's good to put EVs into a Pokemon's Attack/Special Attack stat and its Speed stat to make them physical/special sweepers. That means you maximize its ability to 1-hit KO opposing Pokemon. The exception is if it's a wall Pokemon (high Defense/Special Defense) or if you've got your own strategy that involves affecting different stats.

    Therefore, for your Escavalier and Haxorus, put EVs solely into Attack and Speed. For Chandelure and Hydreigon, put them into Special Attack and Speed.

    Breeding an Arbok with your Deino is not cheating. In fact, that means your a smart Pokemon trainer, since you know Hydreigon's Special Attack is better, and that you'd want to use a special Dark move. Good for you! Most people aren't even aware of that there are now special/physical moves and not special/physical types.

    As for the IV question, are you sure one of the parents don't have 31 IVs in Speed? You are correct in thinking that a baby inherits 3 random IVs from random parents (unless an EV power item is held). So that means that a parent should have 31 IVs in Speed.

    Anyways, good luck with your battling. Sounds like you've got a great start with your team, as well as a great understanding of Pokemon!
