whats wrong with my puffer?

I have a Figure 8 Puffer Fish and it always seems to rest on something or hides. i was looking at him and it has a layer of white stuff on his eyes it looks like his eye is cloudy or something? is there something wrong or is the eye like that?

    he is sick ... he has a fungal infection ... you should do a water change and buy some medication from the fish store ... the water has to be kept perfectly clean and if you have not transitioned this fish to brackish/marine water, now would be a good time ...
