I think that a tuning peg broke...?

I just bought a new guitar today, it's one that's smaller than usual. Anyways, when I was tuning it, I heard a weird noise and I thought that I had broken the string. I attempted to remove the string which proved difficult and when I realised that it didn't snap, I began to turn the tuning peg. I noticed that on the inside, when I turned the tuning peg, the white bar that the string wraps around didn't move and wouldn't go into tune. I think it may be loose. My question: should I try to fix this or just get a refund? I bought it today and I guess I could go tomorrow.

Update:

I just got a cheap one so my younger sibling could learn to play but also because I wanted to decorate it. I'm gonna spend more money next time. I won't make that mistake again!

Update 2:

I only bought it to decorate so I wasn't looking for anything expensive but I guess it's true: buy cheap, buy twice.

    return it. Hands down option. If you can return it, its less of a hassel and cheaper

    Return it, and spend enough on your next guitar (at least two to three times as much) to get an acceptable quality beginner instrument that won't fall apart. That one's a toy for kids.

    Don't try fixing it yourself, take it back. Frankly, even without the problem you mention I don't think it will be a playable guitar, not at that price.
