It varies tremendously, as there are over 20,000 species of fish. Some fish like most catfish and lampreys are very stupid. Cichlids are generally considered the smartest fish. Of the cichlids, the one with the most research on its intelligence is the Midas Cichlid. I published an article on simple tool use and problem solving in Midas cichlids and Flowerhorns in the Aquatica, Journal of the Brooklyn Aquarium society last year. George Barlow the great fish behaviorist, has documented a language of about 15 sounds that Cichlids make which have specific meaning to other cichlids. A hydrophone is needed to hear the sounds, but if you keep cichlids they may be talking behind your back. Until we can determine what their "words' mean, and in association with posture and color change, which they also use to communicate, it's not possible to assign them an accurate IQ, but it appears they are as smart as some mammals.
The lowest human IQ ever recorded was 20, which is about the IQ of one month old child. You can't give fish a test that humans take, but I would say its probably fair to say the smartest fish have IQ's over 20. Cichlids are certainly smarter than 1 month old baby.

IQ is a measure of how your problem solving skills compare to others in your peer group. That's why a 3 year old with an IQ of 153 is no more remarkable than a 30 year old with an IQ of 153. The average of any group, human or fish is 100 and since fish intelligence doesn't seem to vary much, they must all be around 100.

"IQ" is only used to measure intelligence of humans, and many experts question the validity of IQ numbers even for humans.
There are thousands of species of fish, so no statement about fish intelligence will be true for all of them. Some fish are pretty clever in terms of solving problems and assimilating information.
By the way, the popular legend that goldfish or other fish can only remember something for a few seconds is completely false. Fish remember whatever they have learned.

Too many species of fish. They are all different in the level of intelligent.
Some fish are dumb enough to eat their own fry the moment they give birth.
Some other fish are smart enough to build bubble nest and will guard the fry with their life.
Check out some videos. Some fish will eat eggs. Some fish will build bubble nest and take care of the eggs.

Human beings have I.Q.'s...fish do NOT. Human beings have an intellect and a will. Fish have instinct. That said, having fish for friends is sometimes better than having some 'humans' (and I use that 'term' lightly...lol)...

well the ones that are in a school are a lot smarter than the ones that stay out all night drinking and partying instead of trying to find a decent job cleaning sharks and staying in a school.
