I don't think you did a good job of going through the UGC website. It is indeed listed as a Private University on the website of the University Grants Commission, New Delhi.

    http://www.ugc.ac.in/privateuniversitylist.aspx?id...

This is from the Distance Education Council's website

    http://www.dec.ac.in/160811/Course-wise%20Recognit...

(Please go to page 21 to see the courses of Sikkim Manipal University that have been approved by the Distance Education Council. Please also pay attention to the fact that these courses have DEC approval only upto 2012-13)

Hope this was of some help.

"If I do the Degree done from Distance education council recognized university, then can I appear as a regular candidate for further studies in any state own universities.."

In most cases, the answer would be yes. However for some courses, usually the ones that are of a technical nature and require laboratory practicals such as in Science and Computing, some universities would require you to have done a full-time course before you can be admitted to one of their programmes. This, alongwith the mimimum qualifying marks, varies from university to university, and with around 567 universities in India at the moment, it is hard to give you a definite answer as Universities are autonomous institutions and can have their own set of rules and regulations for admission.

SMU is not recognized by WES or any other ECA in Canada. This is a big let down as my degree is now useless as I cannot apply for immigration just because I did my graduation from Sikkim Manipal University. Its disgusting how in India everyone cheats the people and we can do nothing about it. I think the registrar of the university should answer my query if he/she cannot provide any solution.
