say something
she is underage and you are an adult ( so act like it)
and put your foot down
don't be scared of a child
she knows what she is doing with all the crying and not wanting to show you the phone
and i also believe that she is still taking to him
if he is a complete stranger then lord knows who the so called "17 year old boy" could be
he can be some 60 year old perv who does something horrible to her
this why children need to be obedient to their parents
i always tell people that because im 20 but at 19 ( long story short)
my mom told me i shouldn't go over to this guys house who was liking me i did because i wanted to get to know him he ended up sexually assaulting me and force himself on me and tried to rape me
and i now know..
parents only worry because they care no matter how old you are..
so protect your daughter i don't know her but im scared for her....

since she is under age tell her that he could be charged and prosecuted for luring a minor. you did not say that she was your daughter but described her as your girl. at age 14 the girl's mother has every right to know what she is using her phone for, so drop a hint to her mother to monitor it.

Confiscate her phone, tell her she can have it back only if she tells her Mum
