Good question. If I had to pick from the two, I'd say its an emotion/desire. I think an urge is more of a necessity, and when you want something, you don't usually need it - unless its food and you're hungry??? :S

A Want is a desire - where the urge for a particular commodity is less comparatively than a Need. e.g: you may WANT a coke but you need a drink if you're thirsty.
