It looks like she has a flawless face so start out by applying liquid foundation or if you want a lighter coverage, tinted moisturizer. Then just a very nude/light pink lipstick. And then wear a lot of eyeliner and mascara

Use a foundation, no blush. Its all about the eyes. put black eyeliner on the outer half of your waterline and on your upper lash line and lower lash line, if you can tightline. also apply mascara to top and bottom lashes
