I could try to explain it this way:

It just means according to your Decan, for 3rd decan Pisces, you also share some Scorpio traits due to the planet Pluto, which uses the planet. Then your 2nd decan Cancer Moon, you would share Scorpio traits in your emotions, and has Pluto too.

The decans uses planets, instead of the signs.

If your Sun was in an Air Sign, it would use , Mercury, Venus, and Uranus.

I'm just using logic here. i hardly know anything about astrology other then the sun signs.

Your sun is the strongest influence on your personality, right? so maybe it only makes sense from a materiality view point to divide only that into decans to get more precise information about your character and whatnot. Could it be that moon, and other planets already have a fraction of impact on our personalities that further detailed examiniation is pretty much irrelevant?

Each sign has 3 decans of 10 degrees each. The sign is subdivided into 3 parts of 10 degrees each called decanate. Each decan is ruled by a planet that rules the same element of the sign. Example, if you take Aries first decanate, it is ruled by Mars. The 2nd decanate is ruled by Sun which rules Leo, and the 3rd, by Jupiter who rules Sagittarius.
