What is the best computer program for making a deck of cards?

I want to design and make my own playing cards, because I have come up with a great idea for one.  I have Windows 7 and Office 2010; but when I went looking for a template on Microsoft I couldn't find one.  Is there another program for making them; it would have to be a free one.  Any ideas about how I should go about it?

if you don't intend using hearts, spades etc then any art / graphics program will do.
create a design for the basic front ,do the same for the back ,save them as templates.
to do what you want requires programming .you would basically put the front picture on screen , add a box with you word in it centrally to the card so its readable over your design. and do the same when required ie when the card is clicked for the back.
