Does anyone know this book my dad told me about?
He said there was a man and as some sort of punishment or something he had to walk at a constant speed over a certain distance. If he didn't be would get shot. I really want to read it but I have no idea what it is called!

That sounds like "The Long Walk" by Stephen King.
http://en.wikipedia.org/wiki/The_Long_Walk
" Each Walker must maintain a speed of at least four miles per hour; if he drops below that speed he receives a verbal warning, and can receive a subsequent warning as little as 30 seconds later. If a Walker with three warnings slows down again, he is "ticketed." The meaning of this term is intentionally kept vague at first, but it soon becomes clear that "buying a ticket" means to be shot dead by soldiers riding in half-tracks along the roadside. "
