What is the purpose and role of "Constitution"?

I have been taught that the main purpose of the "Constitution" is to protect the people against the abuse by the government of their power.

Mr Abe, the current prime minister of Japan, said that this understanding is only correct back in the 16th to 17th European absolute monarchism; it is no longer valid.

Is Mr Abe correct?

    Mr Abe, the current prime minister of Japan doesn't understand our Constitution any better than the liberals here do. The Constitution of the US is the law our government has to follow, the same as our laws are made to be followed by the citizens. It is illegal for our government not to follow the law set down in the US Constitution.

    Mr. Abe is correct...a Constitution "protects" nobody...it merely serves to establish the legal framework under which a nation will be governed...
