What is your opinion on why Manny Pacquiao and Floyd Mayweather Jr haven't fought yet?
Try to say more than just one of them is scared.

I'm only going to tall about the recent issues not the past because the past is too much and goes both ways it's ugly trying to explain it all. But recently Kool.K said it. Mayweather doesn't trust Arum at all. Arum apparently still owes him 6 million I believe. But I'm one who believes if Pacquiao doesn't resign the fight is on.

Promotional conflict is one but it's the most formidable given the fact that both Top Rank and GBP/Floyd Mayweather JR's Money Promotion are tied up with separate and rival TV cable coveror, i.e. HBO and Showtime respectively. Add in the humungous egos of the people concerned and you have got a very quizzical situation. Let's not even talk about Pac-Floyd fight. There have been other match-ups that the fans have demanded and that could have been or can be made but were not realized and not realizable because of this conflict that's the cause of the biggest dysfunction in pro boxing in the USA and other countries where the world's biggest promotional firms have contracted fighters. There's the failed Nonito Donaire-Abner Mares unification bout at 122 lbs. in 2012, for example and the projected Guillermo Rigondeux-Leo Santa Cruz match up also at 122 lbs. We can only dream of these fights given this scenario.
This Gordian Knot situation could have been solved if we still have very powerful world sanctioning body or bodies which can order a purse bidding to make these fights possible. But given the proliferation of the alphabet soup organizations. both Top Rank and GBP/FMJ promotions don't give a damn about these bodies and their titles.
To be blunt about it, pro boxing sorely needs a super body to rein in the egos and the greed of these unscrupulous promoters and superstar boxers.
PS---The Pactards we have here are so dimwits they cannot think beyond Floyd being scared of Pacquiao or losing his unbeaten record. Fact is, the mutual antagonism between Arum and Oscar and Arum and Floyd dates back to the time when Manny P was still fighting in relative obscurity in relation to the two boxing superstars in the early to mid 2000s. These Pactards would want us to believe that Floyd is just bringing this matter up as an excuse for so-called ducking Pacquiao.Check your boxing facts, you history revisionist dimwits!

Suddenly Mayweather mentions drug tests
Pacquiao refuses to take one
Now people get suspicious
Manny has to be careful
Suddenly he starts losing.
Coincidence?
People within cycling knew Armstrong was cheating.
Why is it Pac suddenly became human?
Why did Mayweather even bring it up?
Consider this. We all see now Mayweather is better and would win. Why would the better fighter duck anyone? I suspect Floyd knows what is known in boxing circles and that is that some fighters are or were on PEDs.
Manny bagan average then became a killer, then, out of nowhere, is suddenly losing again. Bradley genuinely gave him a close fight whatever people think. And Marquez almost killed him.
If I was Manny and I was clean, I wouldn't have needed to wait a while to agree to drug testing, I'd have agreed immediately. Why didn't he?
If he had the fight was on. At that time, it was all but signed. It was the only thing that stopped it.

Look at Floyd's resume and then look at PacMan's. The People's champion has never shied away from a challenge. He has 2 fights with MAB, a trilogy with Morales an a quadrilogy with JMM.
What ATG's has Floyd fought? What great wins does he have that have no asterisks beside them? Mosley only I think.

The following is more fact than it is my opinion; Floyd Mayweather isn't scared of Manny Pacquiao ,Mayweather simply refuse to do business with Top Rank promoter ,Bob Arum (Manny Pacquiao's promoter) and doesn't trust him due to their bitter past.
People used to say Mayweather was scared of Miguel Cotto before they fought in 2012 but right after Cotto's contract expired with Top Rank and Bob Arum at the end of 2011 ,negotiations between Cotto and Mayweather begun and they fought the following May of 2012.
Mayweather refuses to do business with Bob Arum but as soon as Pacquiao's contract with Bob Arum and Top Rank expires at the end of 2014 ,i see Mayweather and Pacquiao finally making serious negotiations for the following May of 2015 ,Just like what happened right after Cotto's contract expired with Top Rank.

if floyd really hate arum.... why wait 4 years? after 2 failed negos? the arum excuse is just one of floyds maneuver to avoid pac... an afterthought excuse... sometin that came up later... an idea that just popped up after 4 years, ok?
