what would be acceptable knee highs or pantyhose if the skirt or dress length falls below the knee?

I would like to know if its acceptable to wear knee highs over pantyhose/tights when wearing a skirt or a dress.

I do like to cross dress is why I am asking.

    Knee highs are meant for trousers, they look ridiculous with a dress. Go with tights or pantyhose.
