Rear parking/emergency/warning lights with engine not running have been required since about 1980 or so. Was a reference for about 1973 being cutoff date for some no lights while stopped, no battery required/optional on class of motorcycle, scooter and about 1978 or so for the turn signals, front and rear parking lights visible 100 meters(?) increased to 200 meters(?) for 15 minutes non running engine, battery required.

Yes , the tail light needs to be on even when the motor is not running .

What if you stall , do you want to be sitting in the middle of the street with no tail light ?

Just common sense should tell you that .

If your motorcycle was imported by HD it should be in compliance.

Export models are not exactly the same as Stateside models.

If altering your wiring, you should obtain a manual.

Both the factory Service manual and the Electrical manual have detailed electrical drawings in the back of the book. (both U.S. and International)
