Nothing is causing it, drought in California is natural and they have always happened.
It is crazy that millions of people move to a state that is basically a desert climate, and not expect water problems.

well, according to Clive Cussler.......it's evil mad men, trying to take over the world, by controlling the weather.
One of his plots, had some evil dude, dumping billions of micro-bots in the ocean.......that when activated on his command............reflect the sunlight, back into space........thus cooling the water beccause it gets NO solar heat.............and storms are made by varying weather patterns, and ocean temperatures.--------so he could move the hoarde of bots, anywhere he wanted.......and effect the weather in that area..-........either causing droughts or floods.
I think that's it.
