How do i gain acess to race within fort Zacato (GTA4 san Andreas) without wanted levels.?

so there is a race in fort Zacato which i want to do. i can not acess the damn base without getting wanted levels, therby preventing start of that race.

i have tried:

Helicopter landing,

calling lester,

jumping the fence,

Parachute. (in night)

i allways end up having wanted levels as soon as i i get within 3 or 5 meters of the ground.

(i am playing PC steamless verssion if that is anny help)

Update:

Lester flat out refuses to do annything about those wanted levels, i mentioned that

    they cal it GTA 5 but its from GTA4 family thusly i use the proper numbering (much like i used GTA3 VC/SA)

    i DID use the phone and called Lester, he flat out refused to do annything about wanted level.

    You will always get wanted levels, unless you are in online mode and can call lester and choose the option: "Cops turn blind eye". This will let you enter without the military or police bothering, so you can safely steal what you want

    Well its gtav not sanandreas but good try and you would have to use the phone and go to jobs and do it
