What is a purpose of the bell on the locomotive and when is it supposed to be used?

The reason I am asking is that there is a car float operation right outside my office windows. There is a level crossing for the yard traffic, not open to the public, that crosses the yard. When loading and unloading the cars off the car float the train only clears the crossing when less than 4 cars are coupled to the engine.

Sometimes the engineer blows the horn and rings the bell when the train is moving across the grade crossing, but most of the time he doesn't. Is he supposed to ring the bell or are those guys just slacking off on their procedures?

As a warning signal anytime it is necessary.

When approaching men or equipment on or near the track.

BNSF Amendment—Add the following fourth bullet:

When whistle signal (7) is required.

Approaching public crossings at grade with the engine in front start signal at the crossing

sign. If no sign, or if movement begins between sign and crossing, start signal soon enough

before crossing to provide warning. Continue ringing bell until the crossing is occupied.

The purpose of the bell and horn are for a warning.

On a PRIVATE crossing they DO NOT need to sound anything.

Bell usually for starting to move or nearby pedestrians(the yard workers) The horn can also be used to single messages.(instructions) to those around.
