Can someone help me understand this please...?

The covariation model aims to express the reasoning process that we use to identify whether the cause of behaviour is due to internal or the situation (external reasons). It also provides a third possible attribution; the specific circumstance a person finds themselves in.

How is 'specific circumstances a person finds themselves in' different to external reasons??? What is meant by that???

I don't see a difference. Whoever wrote this treated "circumstance" and "situation" as if they had distinct definitions, whereas I would argue they are borderline synonymous.

Is it always something outside the person that makes them act this way or is it a spefific one off event outside the person that has made them act in this way. eg: being on medication (factor outside of them) caused the person to be bored easily(one off event). Person regulary loses sleep causing them to be bored easily (regular occurence outside the person).
