Why is it on a android phone I can zoom any portion but on a idiot iPad mini I can only magnify if the software allows it?

I have no clue. This is why i like Android better. Its more of a free to do what you want software while Apple puts limitations and only lets you do what they want you to do.
On Android, i download hacked apps like the Spotify app iam using now and it makes it to where i have Spotify Premium paid version when i actually dont pay for it. No ads before music, I can click on any song, i can rewind or fast-forward any songs. Its amazing!
