    well, If you mean when they were Monarch and Prime Minister, Respectively. They were both pretty much old ladies by that point. But if u mean at all, Then It has to be Queen Elizabeth. She was pretty hot when she was younger. Margaret Thatcher was never hot, and she was always ugly.
