Why is Puerto Rico so poor?

Puerto Ricans are US citizens without rescinding their Puerto Rican citizenship can come and now talks are in to make PR a state. Why are they so poor? What do their elected officials do? Would it be smart for the US to make them a State?

    It was established to succeed. Until that policy was reversed. First by

    making agriculture exports decline and increasing imports of what it

    could have grown. Reducing infrastructure maintenance past the

    threshold of chronic failures. Ditto, closing USA military bases,

    eliminated available revenue. Tourism alone cannot suffice. The

    island has sufficient wind and solar energy exposure to replace

    the failed electrical facilities, Hawaii should by the guide for pride

    returning to San Juan. Then reclaiming fertile land to employ the

    population and export products. Reclaim the business of beans

    which had been the chief crop export. Island soil is rich enough

    to accept direction of practically any resident..

    The end of the subsidies led to companies fleeing the island which itself subsequently led to tax shortfalls. At first, the Puerto Rican government tried to make up for the shortfall by issuing bonds. ... Eventually the debt burden became so great that the island was unable to pay interest on the bonds it had issued.

    The United States of America cannot invest in education and training for the US citizens in Puerto Rico because they are not "foreign" and we have to pay annual tribute to the Islamist Overlords in Saudi Arabia and Pakistan as "foreign aid" because the House of Saud is the wealthiest family on this planet and Crown Prince Kashoggi needs his luxuries, you know, like a new Saw (his old one got buried in a garden) plus Pakistan has to house and feed Al qaeda every winter and that ain't cheap. Also equip them to return to Afghanistan every spring so there ain't no money to be used to help Puerto Rico.

    They're poor because they have no resources to sell. Their main industry is tourism, and it takes a hit every time there's a hurricane. The US took over Puerto Rico from Spain, and the Spanish never wasted much effort on developing their colonies. The US hasn't, either. They were particularly neglected by the US government after the last, devastating hurricane. They've had several votes on statehood, but a good part of the population wants to be an independent country, so the vote never passes.

    They never industrialized. Many of the PR people don't speak English. Their work ethic is weaker than in most of the US. Education is poor. Many of the politicians kowtow to special interest groups and are corrupt.

    They have their own Constitution and such, as long as it doesn't conflict with ours. Basically we're their Pimp, except we don't require service. We just protect them because they aren't big enough to protect themselves. We also don't want another country coming in and occupying them to eavesdrop on/attack us. They're poor for various reasons, but mainly because they don't have the infrastructure to support and healthy economy. It wouldn't be smart for the Federal Government but it would be vastly beneficial to them for sure.
