Which great lake does not flow over niagara falls?

Ontario is thre only one as its water is downstream from the falls. All other lakes have their water go through the falls eventually.

None of them do. What flows over Niagara Falls is the Niagara river. To be sure, most of the water that flows over Niagara Falls comes from the 4 upper lakes, but that water goes into the river and then over the falls.
