In the day yes. In most of S,E,Asia. If you know what back streets to take. Avoid heavy traffic. On the main roads you are probably dead meat do to traffic. It is not so much fear of being robbed or harmed. But cycling in Asia takes knowledge of local routs that are safer to cycle on. Asians are idiots behind the wheel of vehicles. At night with roads in the condition many are in, Animals on the roads, motorcycles that drive with out lights at night. Risk goes up.

In Thailand you might assume you have some rights and or respect. Here size determines who goes & who doesn't at intersections, everywhere. Thailand has most dangerous drivers in the world. You may see listed as second, but don't count those who die in hospital. Rules not enforced, often not even known. Drive on sidewalk, run lights, against traffic flow, drive like mad regardless of conditions

I've lived here about 20 yrs, had a bike but lucky for me someone stole it

Size matters on tarmac ride. Don't leave life with rules that tarmac won't respect.

Most of the obviously injured US citizens returning from Asia today had accidents

involving vehicles. Take your safety gear as it usually isn't easily available. Road

quality will vary wildly often with little warning. Expect to meet out-of-control

users ahead and behind. Wear silk scarfs to reduce rubbernecking soreness

as your eyes try to see 360 degrees frequently. Never assume others have

your best interest in-mind. Road outrage rarely stops to express their regret.

What do you mean "safe"? You can run into the cows on the road in India, and the traffic is terrible in Bangkok. Are you under the impression that people in those areas have never seen "white" people? (In Uzbekistan and Kazakstan, they're Caucasian and whiter than you). People from the US and Britain go to India and Thailand all the time. They rarely have any problem, although there's some pickpocketing. A fancy bicycle is most at risk of being stolen in India and China.

It's not safe for anyone in those areas to do anything. I'm assuming you're referring to the middle east.
