My girlfriend says that I need to ask her father for permission to marry her but I was not raised in that mindset would it be bad if I propose to her without asking her dad?

She's made a request, that you include her parents in this. You either honor her request - however old fashioned you feel it to be - or live with the reality that when it comes out later, she's going to be very disappointed in you. It means a lot to her and her family. You need to rethink your stance on this.
