why do a handful of men even with guns take over a city?

They were showing holcost and for every soldier and some without guns drove over 100 prisoners' to their death?  another article 3 men on the sub way stole money and purses from several train loads of people.  No one stood up to fight them?  A plane load of people drove in to the building because of 3 men with box cutters?
