What do you call someone who knows all the facts but still doesn't get the overall concept?
Obviously nobody knows "all" the facts, it's a figure of speech.

It is similar to being good at tactics but =bad at strategy. In order to use tactics to your advantage you need a good strategy to get in position to use them. This is understood by better chess players and by good military leaders and is also useful in any endeavor that requires planning. You have to see possible pitfalls that will arise in planning anything building something or developing some kind of program such as a governmental program or a learning curriculum. Also journalists these days seem to not see the big picture or the long term affects of something. They don';t connect the dots. A recent example was a report I was listening to where they said a psychologist who was helping a young person who was seeking asylum found out that her evaluations were used against her client and she said it was perfectly legal so she quit her job. But if you examine the facts anyone should notice that it cannot be legal because a psychologist has client therapist privilege as do doctors and lawyers. So they had the facts but did not see the flaw in the statement that "it was perfectly legal."

there is a DIFFERENCE such people CLAIM to Know all the facts and in the RELIGION section that is part of the description of characteristics of "GODS " ( ALL KNOWING ) as to CONCEPT its defined as a ABSTRACT IDEA or NOTION that occurs in the MIND , in Speech or in thought ...
since a CONCEPT is a product of another person THOUGHT it infers if other don't GET IT its the originators THOUGHTS he is DEFICIENT in conveying his thoughts in a clear and understandable manner
like in RELIGION the claim of the CREATOR GOD if he makes a DEFECTIVE product He is responsible for his DEFICIENCY YET in religion they try to BLAME the PRODUCT

Dense, 'missing the forest for the trees' (he sees all and each tree but doesn't realize it's a forest). An inability to synthesize concepts from facts.
