What does "chain" mean in this sentence ?
A chain of failures and errors occurred in systems already weakened by war: declining commodity prices, exchange difficulties, foreign trade shrinkage, debt default, collapse of investment values, bank closings, factory shutdowns, and devastating unemployment.

A chain of events is a series of events wherein the cause of the next event is the result of the previous event. In fact the result of the previous event typically will cause more than one following event. In which case we call that a chain reaction. Using your example, the chain appears to be:
weakened by war==>declining commodity prices==>exchange difficulties==>foreign trade shrinkage==>debt default==>collapse of investment values==>bank closings==>factory shutdowns==>devastating unemployment. To which I would add: ==>riots and anarchy==>revolution and violent loss of democratic government
