Is stealing of a street e-scooter eligible for a charge of Grand Theft Auto and/or Felony Grand Theft?

The value of the scooter would be the determining factor and depend entirely on which state the theft occurs.
In my state, $750 value or more is felony theft according to the statutes. The odds of getting hit with a felony are slim, but that's what the book says. In several counties, it is hard to get someone charged with a felony for stealing a $50,000 car.
As with real estate.. location matters.

That depends on were you live. Such as in Georgia there is no law called "Grand Theft Auto or Felony Grand Theft". Stealing an e-scooter would fall under the thief by taking statute (Georgia Code Section 16-8-2). If the property is valued at $500 or less, the crime is punishable as a misdemeanor which is fine of no more than $1,000 and a sentence of imprisonment of no more than 12 months.
If the theft offense involves property valued at more than $500, the crime is punishable as a felony, or as a misdemeanor, at the judge’s discretion. If charged as a felony, theft carries a sentence of imprisonment of not less than one year and not more than ten years.
