It goes through the Federal Government first as you have to have a FEIN before you can get any of your state paperwork.

What kind of business? Don't be in a hurry to spend money if you have no sales.
When I started my business, I just did it. Then as I figured I might wanted to do it more, I looked into the licensing required. I asked what the penalty would be for not doing it and so forth.

Believe me when I tell you that if you need to ask such questions on YA you are NOT ready to open a business.
