Why is Ferrari so slow?

I’m a new f1 fan so please bare with me, but why is Ferrari so slow compared to last year? Is it a power unit issue or new aerodynamics of the car? Also, what prevents them from just using their 2019 car and competing with that if that is faster than their current car?

    It's an engine issue.  

    The FIA have issued new regulations regarding the engine's after it appears Ferrari were found to be cheating last year.  

    Rumour has it that they were using Extra electrical energy to go faster than is allowed in the rule's

    Easy and they are slower. Last year there was some questions over whether their engine was legal. Since then they made a confidential deal with the FIA not to reveal the investigation and Ferrari made the engine legal. Since Ferrari made the engine legal, they have been significantly slower. Now I'm not saying Ferrari were cheating last year, but the co-incidence that they make it legal and go slower, i can let you draw your own conclusions
