I am answering your question only because my dog shares part of your name.  I know of two definitions of kids, human children, and immature goats.  Robots building kids?  Not so much, Chew.

First they need to be able to think independently, then they need to be able to obtain the necessary materials, and, a piece of real estate where they can bring it all together. But since machines don't have a source of income, I'd say never.
