which books do you recommend for learning english reading?

I agree with Lomax about the Harry Potter books. The first book may have been written for eight-year olds, but both kids and adults were reading it avidly when it was first published, and both the prose and the story matured as Harry matured.
Have you been to your public library? Libraries usually have "English as a Second Language" (or ESL) books, and classic stories rewritten in less complex English sentences. My library has a collection of Sherlock Holmes stories for beginning readers of English. It lists new words (new vocabulary) and their meanings (definitions). Your public library might not have that one, but there may be others. Ask the library staff for help. I'm sure they will help a new reader of English all they can.
Also ask if the school system is teaching English as a second language. I don't know what the restrictions in your area are concerning evening group classes during the epidemic, but the reference librarian probably knows who you can contact about that. School boards usually have teaching staff who help people learn English.

That depends what you mean.
If you mean that English is not your first language, and that you want to read books in English to become more fluent in a foreign tongue, then I'd suggest the Harry Potter series. Partly because children's literature is written is plain and simple language, and partly because you probably know the plot anyway, and can go along for the ride.
If, however, English IS your first language, and you're asking about learning the art of reading an entire book - start with The Very Hungry Caterpillar.
