When and how is “Can I get anything started for you?” used?

    If a holiday meal is going to be prepared by someone, another person wishing to help might say, "Can I get anything started for you?"

    If someone has a bunch of forms to fill-out that someone else can do, they might say, "Can I get anything started for you?"

    If someone with different types of lawn equipment is about to mow someone's yard, but hasn't started, someone might asked, "Can I get anything started for you?"

    If two people want to kiss and stuff, but no one's making a move, one of them might say, "Can I get anything started for you?" 

    If someone's been asked to milk a cow and they really don't know how, someone might just ask them, "Can I get anything started for you?"

    For example, if someone is a sales person and notices a customer standing by for an extended time, but no one has contacted her/him, then it would be appropriate to ask if s/he (the sales person) can help or be of assistance. One way to do this is to greet the customer and ask, can I get anything started for you, because I noticed no one has offer to help you.

    It might be said by somebody who is waiting around, knowing that some actions are needed, but who sees nobody wanting to make decisions about the actions. That person waiting around is simply wanting to get on with doing something, and is politely trying to chivvy people  into getting some decisions made.
