it is not a sentence as written. It could be a phrasal subject to a sentence, perhaps, as in "to educate someone about the reasons why someone might bully others is one way to help them understand the bully, and thus respond to them better".

It sounds fragmented to me. "The intention is to educate someone about the reasons why one might bully others."
