What is the minimum extent of sea level rise that has to occur to severely impact a coastal city?

In fact, the coastal cities sink at least 10 cm a year. It is faster than the rise of a sea level. Maldives would be under sea water in ten years for example.

It depends if that coastal city is in the hurricane zones. The extra flooding already coming from the punch of hurricanes would be considered a severely impacted city.
