the dominant values remained (as) those advanced by Wilson. You spliced the words together incorrectly.
In effect, the base sentence is "they remained". what are they? they are those advanced by Wilson. two distinct thoughts, two clauses. You could rewrite the sentence as "those ideas that had been advanced by Wilson remained as the dominant values of international relations."
