What does "Wilson’s crusade" mean?

Three attitudes dominated American world policy in the mid-thirties: isolationism, preoccupation with internal affairs, and complacency. American practice had been to stand aloof from Europe’s quarrels. The exception had been the World War and Wilson’s crusade for permanent peace.

    the "crusade" led by Wilson, the one he more or less invented and pushed (so it belongs to him, as the main proponent).  Crusade is a metaphor here, of course. It is not the creation of an actual physical army intended to invade some heathen land for religious purposes.  It is, instead, an effort to attain some fairly well-defined goals in terms of political or social meaning.  A social or political movement, would be a good replacement term for "crusade".
