Can you fix a system UI problem on an android phone using a computer?
Since my phone still does this, I need to know if there's any software that I can put in my computer to fix my phone.

There isn't a universal program that can fix those issues. It is dependent on the brand of phone and maybe even model. Most Android manufacturers have a recovery tool that can factory reset the phone and install a fresh copy of the Android system. You'll have to search for the tool for your phone.
