statutory refers to statutes, laws, legal context. Framework refers to a structure. Statutory framework is a way to discuss the overall way that laws affect the way a society functions. Laws are basically the support beams holding society in its desired place, in a metaphorical sense. We live in a society where laws are the basic supports to the functioning of society. They do not do the function, but they provide the ability to do the functions in a fixed and fair way.
Just like your bones are your rigid bodily structure. They don't affect the functions of the non-bone parts in any direct way, but we need the bones to even be a body that works. Statutory framework is the skeleton of society, in that sense.
