I'm babysitting my 5 yr old niece at this moment. Today, her father came home and Was sitting on the couch with a blanket over his lap while I was in the next room over changing my clothes (work to gym). 
I heard her father say "come here -----, I want cuddles" I heard my niece go to him and presumably cuddled for a moment then ran away. while she was running away I heard him yell "why don't you want to cuddle with me aww?"

I asked my niece later when we were alone (I was suspicious) why she didn't want to cuddle with her father and she said "it's because he slapped me on my private parts"

Now, should I bring this up with my sister (her mother) or is it probably nothing? I mean I didn't see it , just heard it and have a suspicion. I don't want to cause fights but I'm worried about my niece

This is 100% sexual abuse

Your niece admitted that he touched her genitals (presumably her bottom), kids that age will NOT make something like that up! Him touching her buttocks is sexual abuse, he was putting her hands on her body in a sexual matter. As for the cuddling? Very disturbing is he insisted that she sit on his lap, quite possibly with no pants/underwear on (hence the blanket).

First off you need to have another conversation with your niece about this, this time record it, you want to get it confirmed by her and with audio evidence to back up your and her claims. I can almost assure you if you just go to your sister without any tangible proof, she's going to accuse you of lying and she will back her husband automatically.

The second thing you want to do is you want to go to CPS with this,there needs to be an invesitgation and the proper safety protocols need to be met to keep your niece safe!

Lastly, I commend you for your composure, had that been me, I would have kicked his *** on the spot and he'd be in hospital for weeks on end.

Maybe you should ask her mom and then she'll ask your niece's dad. It could be some type of sexual thing, which of course is illegal. Or maybe her gave a spanking?
