SOME1 WHO NOT WANT TO HEAR THE TRUTH MIGHT BE RUDE BY HABIT:

I think it also depends on how you say things. There are also times where you just say nothing at all you are not lying. There is also something called constructive criticism. Like DO you like my hair? I think it might be better bla bla bla. What ever the situation might be. But if you don't think something looks good on someone you don't have to run over and say it

Telling the truth does not mean that you say everything. It means that what you say is not a lie. Being rude is that you volunteer hurtful information for no good reason. "I love your hair" may be truthful. "I think you have a fat waist" might also be truthful but needless and rude.

The line isn't that fine. Truth intended to hurt is obviously wrong. The truth provided to assure reliable information we all need to function is necessary. Lying to spare hurt is a part of the "social contract." An example... your fat wife or fat GF asks, "Does this dress make me look fat?" The truthful answer is either "YES," or "NO, you're fat no matter what you wear." The lie in support of the social contract says the answer is "NO, dear, it looks good on you" or "NO, dear, but the other one looks better on you."
Tell the unvarnished truth at all times at your own peril.

Being honest can be perceived as rude for people who are not ready to hear the truth. If you know something will be rude, don't say it if its not necessary. No need to burn any bridges with people in the real world for no reward.

The two things are not the same and they are not mutually exclusive, either.

I feel it’s a very course line.
Honesty is about telling the objective truth
Rudeness is when one pushes their negative and subjective opinion onto someone else and claim it to be true.
For example
Rude- “your make up is so bad and you need to fix your eyebrows and make them thicker “ (said to a woman wearing neutral and Smokey eye make up with thin 90’s brows)
Truth- “your make up is so 90’s! Not really my cup of tea but you do you !”
Or
Rude- “that guy/girl is so ugly I wouldn’t touch them with a 10 foot pole 1/10”
Truth- “not my type but I’m sure others see them as attractive “

Yes.
Sometimes being rude is a necessity to shock ppl out of bad behaviors.
