Yes. At least the lower portion of the Top 10. He's done enough over his shockingly long career to deserve it.

I would say no. He is an all time great and the best of this generation. Floyd 1a Manny 1b. However i would say he just falls short of top 10. Top 20 bottom yes. He is no doubt of the greatest and his achievements are unprecedented.

He is I think I'm right in saying, the only boxer ever to have won World titles in 8 different weights. That alone puts him in the top 10 surely!

He is likely in the top 20.  I don't think he cracks the top 10.

No, he’s not. Maybe top 15 but not top 10.

No, he's not in the top 20 either.

No. Look he's a great fighter but when you look at some of his losses and the 3 he should have lost you gain some perspective on Pacquiao. Jeff horn, Bradley and singsurat were not world class fighters, all beat Pacquiao.

Then there's the 4 fights with Marquez. The first if you judge properly, he lost. Second fight he was gifted by dodgy judges, same with the 3rd. The 4th he was knocked clean out.

He's not top 10 ever, maybe top 20 at a push

He's in my top 10. He was able to win championship belts in 8 different weight classes. He's even beaten top 10 welterweights like Bradley, Thurman, and Marquez, well into his 40's.
