Both, really. The specific idea would be the software, but the user relies on the output of the software so also benefits from "using comprehensive data".
The user might not actually see the "comprehensive data" but still uses it. The software directly employs it, and does "see" it.
The software makes a recommendation (the "best action using comprehensive data"), and the user relies on the recommendation, and executes that recommendation (presumably).
