As long as the person who moved out is paying council tax elsewhere or has left the country, you have all the proof you need.  But in my experience the council generally takes your word for it, they do not go digging.  Make sure the person who moved out is also off the voting register at your address.

A full Council Tax bill is based on at least two adults living in a property. If you're the only person over the age of 18 who lives in your home and it's your sole or main residence, you're entitled to a discount of at least 25 per cent on your Council Tax bill.

you paid the rent or mortgage, so you can claim the discount. the tenancy agreement is irrelevant.
